[Asia Union Times Comprehensive Report] According to a notice from the Cambodian Ministry of Labor, the application for labor quotas for foreign employees in 2023 has been opened, and the application period is until November 30, 2022.

The circular pointed out that according to the quota system, employers can generally have up to 10% of the total local labor force as foreign employees, including office employees (3%), skilled labor (up 6%) and unskilled labor (1%).

Before November 30, owners of factories, enterprises and companies in Cambodia must submit an application to the Cambodian Ministry of Labour for the quota of hiring foreign workers for the next year, and explain the number and reasons for the proposed hiring of foreign workers. After the Department of Labor receives a quota application, companies can apply for a labor certification through the Foreign Worker Management System (FWCMS).

It should be mentioned that from January to October this year, the General Administration of Immigration of Cambodia and the Ministry of Labor conducted random inspections at 3,080 locations and inspected 30,834 foreign employees, of which 2,416 were found to have no labor certificates. The Ministry of Labour has fined them 1.204 billion riel (about US$300,000), with Phnom Penh and Sihanoukville being the focus of inspections.
